Retired GCPS Associate Superintendent Dr. Frances Davis appointed to Gwinnett County Hospital Authority

Upon the motion of District 4 Commissioner John Heard, the Gwinnett County Board of Commissioners, on Tuesday, approved the appointment of retired Gwinnett County Public Schools Associate Superintendent Dr. Frances E. Davis to the Gwinnett Hospital Authority Board of Directors.

Heard, who made the appointment, said, “The Hospital Authority welcomes such a bright, innovative, compassionate and, most importantly, well-qualified leader like Davis. We are fortunate, and I am honored, that she agreed to serve. We could not have found a better candidate.”

Heard went on to say, “The Board of Commissioners makes appointments to boards and authorities every year. The Hospital Authority is a prestigious and important board that demands good thinkers, outstanding leaders and dedicated community people. Dr. Davis is the ideal person to serve on this board.”

The Hospital Authority oversees the operation of a network of nonprofit community healthcare facilities and other providers in Gwinnett including the Gwinnett Medical Center, the Gwinnett Woman’s Pavilion, the Gwinnett Medical Center of Duluth, the Gwinnett Extended Care Center and the Glancy Rehabilitation Center in Duluth.

Davis has lived in Gwinnett since 1992 and retired from Gwinnett County Public Schools two years ago as Associate Superintendent of Human Resources and Talent management. She remains involved in the community and at the school district where she works part-time as an Associate Superintendent of District Performance and Community Engagement.

“I am extremely honored to have been recommended and approved to serve in this capacity,” Davis said. “I am delighted to be part of the board that is doing this work. In my mind there are two top needs in our community; education and health and wellness.”

Davis retired in 2016 after 38 years as an educator. She has received multiple honors including being selected as one of the Top 10 Most Influential Women in Gwinnett County by the Atlanta Journal and Constitution. She received the Platinum Award from the Southern Education Foundation, Human Resources Division for Outstanding Service and the 2013 Gwinnett Chamber of Commerce Public Service Award.

Davis has served as an adjunct professor at Georgia State University, Clark Atlanta University, University of Georgia, Mercer University, Troy University, Saint Leo University and the University of West Georgia.

Davis serves on several other boards in the community, including the Gwinnett Federal Credit Union, Mercer University Educational Leadership Program, Georgia Partnership for Excellence in Education, the Northeast Georgia Boy Scouts, and the Board of Directors of the United Way Women’s Legacy Council and has served as treasurer of the Gwinnett Rotary Club.

Davis holds a Bachelor of Science in Elementary and Special Education, and a Master of Science in Education from Troy University.  In 2000, she received her Doctor of Philosophy in Educational Leadership and Policy Studies from Georgia State University. In October 2012, Davis received her MBA degree from Saint Leo University. Davis also completed two years of training in nursing at Troy University.

Davis’ three-year term on the Hospital Authority will expire in 2021.
